Charles R. Madison serves as Managing Executive of the Asymmetric Operations Sector of the Johns Hopkins University Applied Physics Laboratory since 2016, responsible for delivering top-tier technical capabilities and facilities to support the Homeland Protection, Special Operations, Cyber Operations, and National Health Mission Areas, and their approximately 1,600 staff. Mr. Madison is a member of APL’s prestigious Principal Professional Staff.
 
Previously, Mr. Madison served as Supervisor of APL’s Infrastructure Systems Branch, with a mission to protect and exploit critical infrastructure and cyber-physical systems, and concurrently served as Sector Chief of Staff. He joined APL in 2012 as Supervisor of the Cyber Controls System Group.
 
Prior to APL, Mr. Madison spent two decades at IIT Research Institute, rising to be Senior VP of the Advanced Technology Group, and after that was Executive Director at the Maryland Environmental Service.
 
Mr. Madison is the recipient of the Black Engineer of the Year Special Recognition Award in 1998. He was recognized for the work he led providing spectrum engineering and electromagnetic interference mitigation support to operational U.S. military forces. He is a past-President of the Chesapeake Chapter of the Armed Forces Communications and Electronics Association, a graduate of Leadership Anne Arundel (LAA), and recognized as the Distinguished Graduate of LAA for 2025. In addition, Mr. Madison was appointed by the governor of Maryland to the Maryland Aviation Commission, and is a fellow of Seminar XXI of the Massachusetts Institute of Technology’s Center for International Studies.

Mr. Madison earned a Bachelor of Science degree in electrical engineering from the University of Louisiana-Lafayette and a Master of Engineering Administration degree from George Washington University.
